Re: Lottery Renewal Today
It is very probable, but somewhat unexpected before last night, that the Kansas House will begin final debate and final action on the extension of the Kansas Lottery this morning. Rep. Doug Mays will present the concurrance of the Senate and House Conference Committee to the House Lottery bill. This could result in the House taking final action on the measure. The House convenes at 11:00 am today, and I’m not sure when we will get to Rep. Mays’ report, but it will be before General Orders, so it may start around 11:15. The 2nd House/Senate Conference Committee resulted in a bill extending the Lottery to 2008, containing no $4 M for airport expansion(the "Air Carlos" amendment), does not ban credit card purchases of tickets and restricts Keno games to a time limit of 4 minutes. The Lottery is VERY important for Economic Development and educational programs and of the total of $60M generated, nets out a little over $50M for EDIF. There will be debate on this Bill with a probable attempt to amend it on the floor to add local option slots for para-mutual gaming facilities (the Woodlands and 2 others in the State, with the resulting revenue earmarked for education; kind of attractive!).
