Repeals five statutes which establish procedures for closing schools in SHAWNEE MISSION School District. At the present time there are special provisions for them in school closings. This bill moves them to equal playing ground with all schools of 1600 or more, giving the elected school board authority to close school buildings .
Shawnee Mission patrons may not be happy and I have gotten hate e-mails from them that I do not support education (a tax increase just for schools) but this will allow the School Bd. Make the deccision and if the decision is made from a realistic fiscal point of view, wasted $$ on an almost empty school could be used for better purposes. Sorry, just some of my frustration showing thru for the nasty.

- Amend, Bethel. Raises income tax brackets, raises $100M year one, 2002 and about $500M each year thereafter. Current rates for up to $60, then the next bracket existing raises tax from 6.45% to 6.75%, a forth new bracket starts @ $150,000 at 7.5% and a fifth bracket starting at $250,000 @ 8%.There is no tie to this income tax increase and education. would add terroristic activity to the definition of a disaster. The bill would create a regional planning system using six regional emergency coordinators to help counties build their plans, train personnel in their roles, and conduct exercises to improve their disaster preparedness. This will help all 105 counties, but will be critical to the preparation and response to a disaster for those counties without full-time Emergency Managers. There are only a handful of full-time county emergency managers in our state; most have other duties, and over 50% are half-time employees or volunteers. Second, the bill directs the Division of Emergency Management of the Adjutant General_s Department to implement an Incident Management System (IMS) for use during emergency and disaster situations by all agencies that respond to disasters in Kansas. This system provides a common organizational structure, terminology and unity of command. |

- Amend. Larkin. Make this credit applicable to Tire mfg. Only. N/f
- Amend, Tomlinson. Narrows the brackets. Applies only to Mfg’s, not other businesses. This will not help Leawood at all.n/f
- Amend, Reardon. Creates 2 new income tax brackets. Part A-Current max is 6.24% for Y over $60,000. This adds a 7% bracket above $110,000 and 7.5% above $240,000, PLUS Part B- 2./3 of the increase($39.2) goes to School fundand 1/3 goes to SGF. Amend divided.
Part A – This is an income tax independent of $$ going to schools, which is unk. Leawood voters don’t support an increase in income taxes. N/f RC 39/82
Part B - This is the allocation part, which is now moot but it does set the precedence for an increase for the Student Base by $68. It isn’t funded, but it is a good precedent. y/f RC 56/63. |

- Amend. Prohibits the payment of bonuses to State Ee’s. Good idea, they are paid OK in secure jobs.y/p.
- Amend. Minor. Adds a road. Second guesses KDOT. n/f
- Other amendments, various amendments, all of which restore cuts, but none of these restor e education, so I generally voted against all of these restorations. Doug P. THIS BILL HAS 35 AMENDMENTS and is now DOA. It does not contain realistic school funding, messes up the court of appeals program, and on the whole, is not the bill to use as a vehicle to increase school funding.

Part F. xfer $20.M from KEY fund (tobacco settlement) to SGF, y/f 46/72
Part G. Restores the per pupil Base @ $3,870. This is better than the cuts now proposed. This is not nearly enough, but it is the best Base proposal than the Gov. of Aprop. Comm proposes, ie, cuts. Y/p.
Part H. $13M restores the SRS programs to 2002 levels. Y/p 122/0
Part I. $13M, restores 13M to the Regents back from what the Gov. proposed. RC,y/p 100/21
Part J. $9M. Restores funding to finance the March SRS and Aging consensus caseloads. Part of the bill already. Passed
Part K. $8.4. Does not freeze nursing home reimbursements at 2002 levels. This is very important for the elderly in unfreezing the reimbursement for long term care.Y/p 121/0
Part L. $7.7M. Places Level of Care (PASSAR) score at 35 (still up from 26 now) instead of 50 for SRS and aging levels. Part M. $2M. Restore partial funding for Home Health Services w/I Dept of Aging.RC y/p 117/3

Add’l Mays Amend. Includes the Tolkus furlough language in the 2002 Suppl. ie., Furloughs not req @ $$ comes from attrition for 2003. RC y/p 120/0.
Amend, Langwehr. Clarifies Part B only, no $$ impact. RC y/p 120/0.
Amend Spangler. Bans all bonuses to all state Ee’s in 2003 for KSIP Savings of $9.9 to 11M. Wilks is
OK w/ this out of KSIP (% of budget savings go back) RC y/p 117/2.
18. Amend Reardon. Restores funding for Rainbow Mental health ‘cause the budget eliminates it w/o any real cost savings. Y/p
- Amend Freeborn. Keeps Conservation Comm. And Vets separate rather then putting it in D of Ag. Keeps staff in Consv. Comm. Eliminates a $600,000 cost savings. It is Imp. To keep these separate. Y/p
- Amend Freeborn . Takes Ag Mech items in Comm. & Housing. Y/p
- Amend Edmunds. Takes $2M from a fee fund. These are insurance premiums extracted by the State. Y/p
Lunch break. We are now $116M under water as of right now w/o increasing Base.
- Amend. Edmunds. Raises the State PP Base from $3,870 to $3,880 and funds it from Intergovt xfers. Raises the Per Pupil Base by $10. Funds come of $5.7M from MedCade Reimb & are offset w/ SGF. Divided. The source of funds part was defeated so the part as to the add’l $10.00 is at issue. I voted for it, but this is not enough.RC y/p 121/1
- Amend, Kirk. Takes PASSER scoring back to 26. This is absolutely necessary to hold the handicapped harmless RC y/p 101/20

Transportation funding Bill. A good bill that all but makes the Comp. xportation Plan (ctp) a free standing program apart form the SGF$, It raises taxes, .001/4 in 1/1/03, .$.02 in 7/1/03 and $.01 in 7/1/04 plus raises car regis by $5.00 in 7/1/03 and truck regis by $10.00. A good bill, but it raises taxes before confirmation of a budget ( HB 517) with revenue for schools, this is opposite from what it should be so I voted against it. |
